Selectmen's Minutes - December 4, 1990
December 4, 1990     Present:  William P. Dynan, Chairman

Stefanie Lipinski and Judith Martin, Hanson Insurance Company presented the Board with an original pen and ink, water color of the Hanson Town Hall.  The Board was very pleased to accept this and will hang the picture in the Selectmen's Office.

Discussed holding a Town Meeting in the Spring.  Mrs. Fasci moved and 2nd Vess to hold Wage and personnel hearing by Board of Selectmen on January 22, 1991, Warrant for Special Town Meeting will close on February 5, 1991 and Special Town Meeting will be held on March 4, 1991 at 7:30 P.M. at the Indian Head School Auditorium.  Vote was 4-0.

Mrs. Fasci moved, 2nd Crowley to appoint Richard Clifford and Lou Russo to the Recreation Commission to fill two unexpired terms.  Board voted 4-0.

Two dog hearing set on motion by Fasci and 2nd Vess for Metcalf dog, annoying neighbor with barking, and Gouieva and dog, attacking cat, for December 18, 1990 at 7:30 p.m. and 7:45 p.m.  Owners and witnesses to be notified.  

Anne Budd, Dog Officer, will be asked to verify that dog owned by Chapman on W. Washington St. is in fact no longer in the Town.  

Board voted on motion by Mrs. Fasci and 2nd by Crowley, to send letter to Crowley family that the Board has assessed a $100.00 fine for allowing their dog, Jake, previously ordered to be permanently restrained on their property, to be loose.  The Crowley's are also to be notified that failure to pay the fine will result in possible criminal complaint being brought against them.  The Crowley's are also to be reminded that the dog, Jake, is not to be outside in the pen unless one of the owners is at home.  At all other times, he is to be inside the house.

Discussed grievance brought by the Fire Dept.  Board voted 4-0 on motion by Vess, 2nd Crowley that the reason for denial was that the action taken was within the scope of management rights and not grievable.
Board voted to renew 1991 liquor license for establishments in the Town of Hanson.  Motion by Fasci, 2nd by Murdoch.  Vote 5-0.  (On file)

Chief Huska is requested to come in on December 11 to do comparison on Overtime and to discuss a possible new plan he has created.  7:30 p.m

Mr. Nugent informed the Board that the Town report is ready to be bid.  Discused cover.  Mr. Vess is looking into pictures of the Smith-Nawazelski land for this.

Announced that A Christmas Carol will be held at Camp Kiwanee.

Voted to enter executive session, 5-0, for #3 negotiations and possible litigation.  Three topics of discussion.  Police, Police Lt. negotiations and ongoing litigation - Amado Hearing.  No votes taken.
